Where the ships tie up
Old San Juan District and Homeport District
San Juan splits its piers into two districts on opposite sides of the bay: the Old San Juan District, holding Piers 1, 3 and 4, and the Homeport District, holding the Pan American piers.
The port describes the Pan American piers as across the bay from Old San Juan and purpose-built for homeport operations, and says Pier 4 supports both transit and homeport calls.
This is the one thing worth checking before you plan a day here. The two districts are not walking distance from each other.

Old San Juan piers
San Juan Cruise Port says most ships dock right at the edge of Old San Juan and that its landmarks, shops and cafés are reachable on foot within minutes.
That is the port's own wording. It publishes no walking distance and no walking time.

Getting around San Juan
The port puts the Pan American piers about 10 minutes from Luis Muñoz Marín International Airport by car, and Piers 1 to 4 in Old San Juan about 15.

Old San Juan and the piers are a single fixed-rate tourist-taxi zone, and the rate card the airport publishes prices that run at $21 per trip rather than per person.
The same card adds $1 for each extra bag, $2 for a sixth or seventh passenger, $1 between 10pm and 6am and a $3 airport fee, and says a meter applies between and beyond the tourist zones.
That card prices trips starting at the airport. It does not price a trip starting at the pier.

A passenger ferry crosses the bay to Cataño every hour from Pier 2, next to Piers 3 and 4, on what the port calls a 12-minute ride.
