Jetty Park Beach & Pier

The port authority runs this park itself, and its own page for the beach and pier names three things to do there: unwind on the shoreline, cast a line from the pier, or marvel "at cruise ships as they sail past". That is as close to an official answer as this question gets anywhere on the coast — the body that schedules the ships is also the body that sells you the parking pass to watch them.

Open daily 7:00 AM to 9:00 PM.

Parking requires a pre-purchased day pass or an annual pass. No credit card or cash transactions are accepted at the entrance gate.

Pets are prohibited in the day park and on the beach, with the exception of trained service animals; the campground is the only part of Jetty Park where they are allowed. The Port Authority also says park staff monitor vehicle numbers and close entry at capacity, and that a pre-purchased day pass for a specific date is the only entry it guarantees.
