Or 2/3/4/5/N/R to Borough Hall, walk four blocks south to the B61 on Atlantic Avenue at Court Street, get off at Pioneer and Van Brunt Streets, then about four long blocks to the entrance at Pioneer and Conover.

Yes — an outdoor, secured lot on the south side of the terminal entrance, overlooking the Statue of Liberty, and you do not need to reserve it. NYCEDC describes the lot as a revolving system: ships arrive between 7 and 8 am, the previous sailing's drivers are usually off the property by 10–10:30 am, and spaces free up through the morning. The terminal's own advice is to arrive between 10 am and 2 pm if you want the best chance of a space.
