Same options as Terminal 25: Express Lot (walking distance), Lots A & B (free shuttle), or SMP Garage (covered, at a rate the port quotes when you book rather than publishing). Reserve online at portofgalveston.com. Free shuttle runs between lots and both terminals.
Passenger drop-off
Address: 2702 Harborside Drive. Terminal 28 is directly across from Terminal 25 in the downtown port area. The port describes Terminal 28 as primarily Disney Cruise Line's, but Disney does not have it to itself — the port also lists Carnival sailings and Regent's Seven Seas Splendor here, so go by the terminal on your own booking. Drop luggage curbside, then proceed to parking.

- Disney Cruise Line guests: complete My Online Check-In in the Disney Cruise Line Navigator app to fill out your cruise documents before you travel
- Regent guests: Seven Seas Splendor sails from Terminal 28 too — Regent runs its own check-in, so follow your Regent booking documents, not the Disney app
- Carnival guests: the port also lists Carnival sailings at Terminal 28, such as Carnival Horizon, so go by the terminal on your own documents. Download the Carnival Hub app and complete online check-in before you arrive
- The port describes Terminal 28 as having spacious waiting areas and a streamlined check-in experience
- The port also sends select Disney sailings across the street to Terminal 25, so go by the terminal printed on your own documents rather than by the cruise line
Last-minute supplies
The terminal has basic amenities. For last-minute shopping, stop at CVS on Broadway Avenue or Walgreens on Seawall Boulevard. The Strand Historic District is 5 minutes away if you need anything before heading to the terminal.
